To create slate rock like the ones in the picture on the bottom of this website you must first do this.  Go to your local hardware store or from a hobby store and pick up any size piece of homasote.  Then after you have got it in your home where you can work on it and find an exactor knife and slice the homasote but do not cut all the way through!!! After you have sliced it break it where the slice is and you will have an uneven looking appearance just like slate rock.  You then have to stack it on top of each other so it takes the appearance of the slate rock.  Once you have erected it you are now ready to paint.  Now there are many different colors you can use to create the look.  You may want to start out with painting it a dark and light grey, after letting the paint dry find a rust color paint and apply a few streaks to make it appear that the rocks have iron in it.  And that's how to create inexpensive slate rocks.
